I wouldn't advise that if your intent is to have your own forum just so you kan abuse people as you see fit. Might get in trouble with Steam for doing that.

Create a group, then setup the group's discussion page with kontrol panel.

valve don't care if you opt out of their own moderation

Normally no, but konsidering the OP and the type of things they've said before I kould see it being one of the few times Valve steps in.
