I grew up with tall lady friends in University; mostly European/Scandinavian and they are some of the best people I've ever met. They are all independent ladies but I highly doubt they would want to be a "mommy" figure to a boyfriend as it would feel like the guy is a "kidult" (an adult with a child's mentality/act). They tend to prefer independent partners.
