There's nothing wrong with potatoes actually - full of minerals and (before you add stuff to them) super low in calories actually - 70 cals or so for 100g

A person who got to their undesired weight might have reached it by overindulging in carbs, while another might have reached it with a sedentary lifestyle, others might have thyroid problems.
That aside, you can try looking for meals that satiate hunger and are cheap, I tried all the usual high fiber suggestions and none of them did the trick until I tried chickpeas

Rather consider your lifestyle long period and if you can maintain it.
I personally find most individuals will do well on a Keto-styled diet, specially if originally having an American high-carbs and sugars (plus a ton of fast foods) eating habit.
For that Keto-style, you don't need to go to the extreme, but rather consider increasing protein, fibre and water intake. Reduce your carbs and sugars greatly. Eat more healthy fats.
The problem is too much fruits can also increase natural sugar levels.
However, the protein, fat, and fibre will keep you feeling satisfied and fill, with enough water.
Your body's natural best quick source of energy is firstly from sugars, mostly found in what you drink. Soda, alcohol, and even fruit juice, etc. Swap out the drinks for water. Next source is carbs it can convert, so reduce white flour products (cakes, pies, biscuits, etc) and other high carb products (consider the breakfast cereal). Once it runs low of carbs and sugars, it will actually flip over to using reserve fat storage, so going for a daily walk and having some exercise, even getting a good sleep per night, will start to burn the fat rather than just using up your food as the energy.
It might take a week or two for the body to enter a state of ketosis (burning fat instead of glucoses for energy), but then you don't have to work as hard to sweat it out and burn fat.
Make sure to get enough salts/minerals in your diet with the increased intake of water, which is also required due to the body breaking down of higher levels of protein.
Run the body in ketosis for approx six months, then reintroduce back in carbs slowly. You should of lost weight and then be able to maintain a lower weight level than before. This can also increase your overall lifespan.

The general rule is lean meat and fresh fruit/vegetables and to cut calories by 500 but still have enough to do exercise/stay active.

You could do keto, which would need fewer than 50g carbs per day
To be clear, if you are not in Ketogenesis, you are not doing a Keto diet
I just think it's unsustainable and unrealistic for most people and doesn't confer any benefits over a balanced diet (with good protein) that doesn't eliminate food groups
Just making it difficult for no real benefit or pay off for people without specific medical issues
Ghrelin is a hunger hormone but it isn't trigger by wheat in humans

I don't know anyone who has taken the extreme low or no carb approach who is capable of maintaining a low weight. They eventually end up bingeing, returning to their old ways and piling it back on again. That kind of yo-yo dieting can be really dangerous for the heart.
I've had one or two people claim I'm blessed with good genes because I manage to maintain a healthy weight but that's just nonsense. I just eat healthily at set mealtimes and ensure I get a certain amount of daily exercise. I don't avoid crisps, chocolate, pizza, etc. but I don't keep any of that stuff in the house either. If I did, I'd probably be tubby too.
