Else the one who commits the crime wins, and those who don´t do them are the ones making mistakes - if they complain about their situation, which could perhaps be fixed with committing crimes.
Humans make mistakes all the time. No human hasn't made a mistake some worse then others but it still just a mistake.
Anyone who is willing to fix that mistake easily can with a time machine then they won't be a criminal because the crime never happens.
Seems like your serotyping a bit. Not all criminals no matter what the felony is, still commit crimes, it was a one time mistake.

You rarely ever see a smart person steal or commit a crime unless it's tax evasion from the rich.
Humans play out scenarios in their head, even while they are dreaming. Looking for the easiest solution. While that easy solution might not be the best, it's what they consider as an option. It's freewill to follow those options, but the more stuck you are, the more that option temporary seems like a good idea at the time. It's merely a bandaid to the real root cause.
By definition You only commit a crime if You do something against the law. But not every crime is a mistake by the people committing them. Let´s take a drug dealer, who buys and sells things like any other business. The only thing which makes it a crime is that drugs are against certain laws - for the sake of it.
Not to say that around 10 million people depend on welfare in Germany - which is around the published number for the whole EU.

Also work doesn´t matter, as they spend most of their money in Germany to secure and create German jobs.
And quality is also about German bureaucracy, because they would need to make education comparable, as there are rules and guidelines for everything. I´m unsure as what some American High school education counts. Probably as nothing, or as the lowest education we have. And You need a certain education to further train on a job - to then work in a qualified job, which requires a qualification. Here it´s not about skills, but about certificates.
Or do You mean that Jesus is usually known for denying people refuge - because he hates refugees? Or that he would choose certain random examples which blame a certain group of people - instead of just talking about certain crimes?
What pattern? I only recognized the typical right wing pattern.
And what are helpful skills to improve a situation in a country. The majority of citizens and most of all any of the politicians don´t have these skills. Most investors don´t have them neither...
I was talking about refugees. If a persons application for asylum has been accepted, i.e. they have been recognised as a refugee, or an individual entitled to asylum or subsidiary protection, they may work as an employee or a self-employed person without any restrictions. That means they have the same rights as a German citizen in the job market. You seem to be confusing me for comparing Syrians who are not refugees and cannot legally work. I have only been talking about refugees who can work legally the same as a German.
Citizens do, they are what keep the country afloat. Government as you said though does not, they destroy what citizens create.
