GG2's a fantastic railgun VN, but it's ecchi -- not hentai. You cannot mod the characterization INI file to full nudity, and the X-ray view doesn't show anything explicit.

You have to use your imagination. In my game I gave the teachers the military uniform and gave all the students the sud bubbles clothing. It is absolutely whack. I had to just stop and laugh during some of the levels.

Wait Gal Gun 2 has X-ray? I thought people said there is no X-ray or Pheromone Z in the game. I have yet to play Gal Gun 2, but I have played Gal Gun Double Piece and that game has X-ray and Pheromone Z DLC (Which is ridiculous, 90 dollars for an X-ray DLC when you could just unlock the X-ray in the game for free? And yes I know this is actually supposed to be a joke DLC but there are actually people who have bought it LOL!). I know Gal Gun 2 has vacuum weapon that can suck the girls clothes, and when I play Gal Gun 2 I will definitely be using it a lot!

Also I have played Gal Gun Returns, but that game is much more tame with the fanservice.
