I am a man of 1.90m which is average for a dutch person.
many people from foreign nations are short (as we are taller than most nations.. other western nations man are about 1.75m.. and in asia even less more like 1.55m)

it is quite anoying buying furniture or clothing as it is often made for a global market.. ikea netherlands does not sell furniture suited for people over 1.80m despite by far most dutch ARE taller than that. cause they only have 1 global production...
same with clothing... though less so, as there excist at least more local european clothic brands who are not imediatly insanely priced... unlike furniture.. but 10 euro shirts for my size forget it.. 50 euro minimum.

I'd say the ideal height for a woman is a bit shorter than a man.. the average dutch woman is like 1.70m. which is fine to me..
when a woman gets under 1.70m.. that would be to short for comfort..
a woman who is taller than me.. I never dated..and you be hard pressed finding 1.95m or 2m ladies.. but the idea intriques me..

most girls I dated were about 1.80-1.85m just a bit shorter than myself.

Height is just a bell-shaped distribution - with a mean - and a standard deviation. Short is relative to tall so short covers the lower percentages of the curve. Where are the lines between short, average, and tall? Depends on the person.

For a man, I would say anything below 5'8" and for a woman below 5'2". Round numbers though.

I usually would say "petite" as it has positive connotations of "short" or "slim" so it doesn't direct the focus upon height. However one should not draw attention to other's height (nor weight) generally out of politeness.

Funny that most taller than average peoples don't mind being called giants or "holy sh** man" lol while short peoples blow a fuse if they're called short or small what ever names peoples come up with.
