In the meantime play HLA whenever you get the chance to, it's great and trust me you will be glad it's VR only once you actually play it.
Half-Life Alyx was the sixth game in the franchise.
Also, Half-Life was groundbreaking. Half-Life 2 was a tech demo for the source engine. It didn't actually get a good story until the episodes started coming out.
Valve pivoted their focus to hardware. They lost more employees that were working on the series. They focused more on the store and again with hardware. They released CS:GO and Dota 2 along with the Market.
They focused on hardware again. Lost more employees that were working on the series. They focused on hardware again along with Alyx, after buying CampoSanto and forcing them to stop developing their own game to work on Alyx.

Are you counting the episodes as separate than two, or half Life source?
If they make HL3 or FF7 remake today, that 'wow' factor is no more. There is no breakthrough and it's "just another game". It means expensive production cost just to be ordinary, and giving competitors a chance to win. With every half life released that does not 'wow', investors will slowly leave steam.
They have tried exploring VR but it wasn't popular. If it is, then you can bet half life 3 will be an official VR release.
Everyone is waiting for that next piece of technology. Ray tracing might just bring half life 3 to reality, but due to scalpers, not everyone can buy RTX at average price. So the answer why there is no half life 3 - because of greedy scalpers.
Why bother risking your money on a game that will most likely not impress anybody today anyway? THAT makes no sense.
I would have liked to see a Half Life 3... like...14 years ago. Now, though? If it stuck to formula of half life 1 and 2, it would just be a generic shooter.
And if it changed the formula, people would still hate it cause it is technically no longer half life.
There would be nothing more disappointing than an average Half Life 3.
They'll probably never make another game ever again.
