Alright, I should have specified that "no water" means you can't turn on the sink or shower or toilet. Obviously if there was no water left on earth that would be a lot worse, lol
But losing electricity will always be preferable, because we don't literally require electricity to function. Er, yet. Future post-human cyborg abominations may have the reverse situation.

If that's the case, I'd choose dependable on how long..
If it's for longer than ten days - Water.
If it's for less than ten days - Electricity.
Sure, if I can't take a shower or wash the dishes, I'll just have to deal with eating cold meals that don't really require washing, like pastries.. But I can get over it.
The most difficult task would be to keep going while knowing that I smell really really very bad, but that's basically the only difficulty, isn't it?
.. Whereas if I have no electricity.. All I can do is to get some book and rely on more physical activities than now, but I won't be able to progress any further with work, making it quite difficult to handle.
We are interested in colonizing the moon or Mars or whatever.
They better make sure that the water situation is really squared away. I can see someone invading water plants and holding the whole planets hostage that way.
That's about what I was thinking too. Where I live it's been flooding a lot and we lost power for about two weeks and then shortly after that the well water for our neighborhood went out for about a week. Both experiences sucked in different ways.
