The toys to life genre is so old and dead that surely they won't lose any profit by doing this. No one buys toys to life stuff outside of amiibos, but those barely count since people buy those because they're miniature statues and not for the game support they have.
Also rerelease lego dimensions please kthx
I have a few of the figures which allowed you to play as that character in game with their own unique moveset, But also power discs which changed the sky, music and even added extra items into the game.
There was also story packs that unlocked new parts of the game.
so yes very much physical DLC, the figures are nice quality though and I use them on display atm since the Steam version of Disney Infinity doesn't have the need for figures as they are all built into the game so no more scanning stuff. However the Steam version is missing some of the story disc content so its not technically the full game sadly.
