A guy could dress up like a girl because he wishes he was one. But never go further than that. Such as if he didn't believe in the technology, didn't think with their body structure it would matter, didn't think it would matter given their older age, can't afford a life time of hormones, they lack family support, etc.

Fun Fact: In 2017, bus drivers in France were not permitted to wear shorts (despite temperatures reaching 38°C (100°F) however women were allowed to wear skirts. So to protest and stay cool, the men all wore skirts.

...I actually exclusively (just me in the entire company) got banned for wearing shorts to work the day after getting banned for wearing a suit/blazer
