i think this is a fairy tale. UNLESS> you are taking Rich Piana's stack. (hammer what do you mean by stack? I mean anabolic steroids+ others required.)
his stack killed him by the way. His brain started swelling, and his cardiovascular system and heart were on its last legs. if the brain swell didn't kill him, the heart disease would have.
Testosterone and other schedule 4 drugs which can have an improvement on physical performance are also very dangerous and riddled with side effects. hence why they're restricted.
I'm pretty sure, really, that his arms would have gained that if he was just doing a simple 1 or 2 hr weight session, eating what was required and with good sleep at night.
all of that aside. if you are in peak physical condition, minus the drugs and eating correctly, you can go do weights a couple times a day if you're in your 20's and 30's, but you won't gain an inch on your arms or anything.
the body repairs the damage at a certain rate, testosterone and the anabolics he was taking speed up the rate of repair, that's how his muscles grew so fast.
if you exceed the rate of repair, that's how the injuries / overtraining symptoms start. your body will stop you.
rich's body didn't stop him because the drugs turn off those feedback loops.
let me just seriously tell you that's not a thing your body does... so if it's a thing it's not a thing you want.

there are legends going back millenia about people carrying animals as they grow gaining un-parrallelled phisique(fu, I'm not spell checking this.).
you've been told literally by the greeks and champions of the collosium how to become "stronk"... idk why everyone needs to re-invent it every decade.
Besides that, no, working your arms for 8hrs straight isn't going to do that because that's not how muscles repair/build themselves.
