I am not sure about all of fiction, but I nominate Colonel Maes Hughes[kenjanoishi.blogspot.com] from Full Metal Alchemist as the best dad in all of anime. Do you remember that annoying co-worker who is always bragging about his family and shows everyone photographs of the child he dotes on all of the time, while you and everybody else at the workplace are busy trying to get your work done? That is essentially who Mae Hughes is.
