i believe there are reliable tools to create convincing human 3D models with no source material needed, things like MetaHuman.
if you pay attention, you will notice SpeedTree is used in all manner of digital productions (games, movies, and more) to create convincing trees en-masse.
i assume a similar approach can be taken in regards to crowds and extras as well, if not already used in some contexts.
