yeah, most pen and paper adaptations have greater emphasis on stats beneath the looks. unfortunately, sometimes devs also make certain choices more punishing than others. this could be on purpose or unintentionally, as more ways to play also require more testing and everything in general.

If we talk about how characters abilities and skills are organized instead I would say Oblivion, but graphically it sucked (only the characters, everything else aged very well the landscape is still gorgeous but characters were ugly)
The abilities in Skyrim are too simplified and not very consistent.
As far as character creators in general, this is my philosophy: the quality of a character creator is directly proportional to the number of hairstyles that are available.
The vehicles also had a very in depth customization
or just about any games from ILLUSION
Pity they were dropped into a half-backed series of vaguely linked mini-games.
Dominions 5 has a great creator for pretender gods.
Neverwinter Nights had a deep and complex class system that mostly mirrored the tabletop rules.
APB had so much untapped potential. I think had the original developers stuck with it, it could have rivaled GTA. Such a shame, man.
