So far, it is just a proposal by some study group.

Not really, Australia is pretty much all white people and Asians and we're all pretty equal although the Chinese investors are really screwing us over, they bought up all the lake front property where I live and built apartments and they also bought out all the rental homes so now everywhere costs twice as much as it did two years ago so yeah as one of the poor whites it aint looking too equal to me anymore.

2) How insanely racist are you to demand that because some white dude is in an office he's default going to focus only on helping white dudes. It be like if I said Obama only cared about helping the black population above all else and my argument was "because he's black, of course he can only prioratize people that look like him."
3) Second class citizens are people that lack formal legal rights. I will like to ask you which groups are being told, by public officers and CEOs alike, that they need to be given authority positions on basis of their skin. Who gets told they have a more important voice in society or given a special class of words only they're allowed to say? Tell me, who gets given business loans and scholorships because of race and often only their race in the case of scholorships? Who gets television channels and media production dedicated entirely to their culture? It aint the French, it aint the brits, and it aint the Sweeds. Here's the big one: Who gets to go hold protests in the thousands over the criminal actions of one man while the other gets told to stay inside and live under house arrest.
Don't play victim off. You will ALWAYS lose. Especially if your crazy enough to think the black people are a second class citizens in the U.S.. And I will warn you: If you wanna play the "Well they aren't in positions of power," I will need to remind you which race and religion, both, lead every single media company in every field and almost every single banking and financing group in the country. But you don't here me saying they're the first class citizens because of the jobs they choose to go for.
If a Black lists a home for sale, they are told a lower value than if a white says they own the house.
If a black asks for a loan they pay a higher percentage than is a white person with the same number applies.
Blacks are arrested, jailed and shot at a higher percentage than whites. When you account for their population percentage.
etc.
Other POC have the same problems. That is living as a second class citizen.
