As for the pokemon itself it has decent amount of HP, special defense and special attack

Luckly for Vaporeon grass and electric weaknesses are mostly special and now in gen 9 Vaporeon knows calm mind to boost that special defense even more

Its defense is low but knows acid armor so problem solved somehow v:

Unfortunately its speed is low so Vaporeon has to survive the hits before it can move (unless trick room), yeah is bulky but has its limits v:

Even though Vaporeon knows the move trailblaze now in gen 9 to get faster, it would need to use the move at least 2 times to outspeed most Pokémon out there at max speed and trailblaze is a physical move ,not special so it would not do a lot of damage

As for abilities, is kinda complicated...

Hydration was TOO GOOD...
If Vaporeon was on rain ,it could use rest ,get full health and wake up instantly and repeat the process again and again
But then weather conditions became non permanent so now the ability is meh, however is still usable but you need a pelipper on the team

Water absorb... Having immunity to water is nice but vaporeon alredy resists water so pretty much pointless

However on gen 8 dracovish came in so Vaporeon was good counter to it

And now in gen 9 every Pokémon can change typing once per battle so it is possible to use water absorb more effectively
