If it's game about skill / commanders /rts style - more like say, Warhammer Total War - then the hero which is better usually, but often the legendary sword.
If it's a game of shooters with back up melee weapons (like CSGO etc.) then probably still the common. due to the design theory of the game.
Should probably define 'legendary'.. lol.

it's like the story of david and goliath where he used a slingshot. Well those sling shots they did a review and one of those things with a rock is on par with the force of a .44 caliber revolver irl literally having a force as hard as the impact of a bullet.
even though the sword is legendary the person wielding it isn't. And even if you can cut a bullet in half they're still going to continue. They just don't magically stop mid air
In video game it is a God weapon..
Depends on levels, but with those being comparable (i.e. you're not talking about a lvl 100 common gun vs. a level 1 legendary sword), the sword will be better.
It's just common sense to expect that an item described as "legendary" beats a "common" one.
