It is so damn obvious that it's based on real europe.
Novigrad makes me chuckle. It's like a remix of all Hanseatic cities at the southern board of the Baltic Sea, from Lübeck to Danzig. xD
Tbh, I like it when games take place in my home region, even if it's just a fantasy interpretation.
More of a mashup of the H.R.E. and Franconia. They even speak some fictionalised version of Dutch - a Franconian language.
Still kinda low-effort, but so are most Empires in fiction. It's either the Roman Empire, the H.R.E. or the Third Reich. Maybe something Oriental, if the author feels fancy, but Empires tend to be not very original creations.
The Star Gate films and series is pretty much based on the Ancient Alien theories which is based on our history with a twist on how we've interpreted things over the years.
