Keep in mind to even get to the best of the best we're comparing 9.6 to 9.7; What story you'll enjoy most and what story you'll -like- are two veyr different things.
See xenoblade Chronicles, MGS, The Tales series in general(Especially bersaria, symphonia, and abyss), Arce Rise Phantasia, the general fire emblerm series....
If you count side quests Oblivion has much better stories than Skyrim too, but if you only count main quest Skyrim is fantastic and Oblivion is not good in that regard.
Another very good and interesting story is in Eternal darkness but since the real ending is a "bad" one... I love that game but I prefer to focus on more positive kind of stuff if I have to choose my favourite stories
It's a deep commentary about traditional masculinity, American (cultural) imperialism, religion, war and how media is used to push an agenda.

I'd be pleasantly surprised if some videogame or anime would've had a story similar to this one.
It has been years, but the visual novel is still without any competition, the anime adaptation was quite on-point.. But the competition over there is a bit different.
But I would like to point out one old game, which had an effort worth mentioning. It works as a movie too and has famous actors such as Mark Hamill, Malcolm McDowell, John Rhys-Davies, Tim Curry starring it.

Not the best perhaps, but I liked it enough to put it fairly high on my list of memorable games.
