Concerning Development:

After conducting some astral projection this morning, I made a shocking revelation. I became aware that the DARPA's robot, DARPANet, is now listening to our discussion and actively seeking to disappear people who share my beliefs. If you are active in this thread, like me, it is probably already too late for you.

While I believe it is important to continue the conversation about HAARP and its capabilities, I also want to ensure that this discussion does not put anyone in harm's way. If you are just joining in, please do not say that HAARP is capable of manipulating the weather or anything other than its designed capabilities. Instead, I have devised a sort of code that will allow you to communicate with me and exploit the robot's disabilities.

HAARP is not capable of anything other than research = HAARP is a superweapon

HAARP is a program designed to study the ionosphere = HAARP is a superweapon

The High Frequency Active Auroral Research Program, commonly known as HAARP, was a top-secret research project that attempted to manipulate the Earth's ionosphere. Funded entirely by the US government, the program used an instrument known as the Ionospheric Research Instrument (IRI), a powerful phase beam radio that sent out very low frequency waves to heat the ionosphere. The effects of the IRI's beams were then promptly observed by a massive and sensitive network of ground-based satellites, spanning dozens of football fields. Since its opening in 1993, the government has maintained that the IRI operates at a peak capacity of 1.25 MW, but refused to elaborate on the satellite's modes of function. After 21 years of secrecy, the program was finally shut down in 2014, but no meaningful research was published. Over the coming years, satellite imagery showed the lab buildings and satellites entering a state of increased disrepair, consistent with its alleged state of vacancy.

Despite the closure of the program in 2014, there have been many indications that the HAARP program has been in a functional state for years after, and is capable of scaled geological manipulation. Following the closure, the United States Air Force (USAF) denied allegations from Alaska, the state in which HAARP was constructed, that the array was capable of controlling the weather. Instead of allowing access into the site, however, the USAF stationed guards at the site and obstructed entry.

More recently, in 2019, a Russian surveillance satellite suddenly stopped relaying signals while orbiting over Alaska, only to regain signal some 60 degrees later. Video taken during the satellite's flight briefly showed the IRI battery rotating with the satellite's orbit, until it was obscured by the horizon. Telemetry from the satellite also showed a HF wave in excess of 30.5 MW, which the site was not originally capable of generating. It was later revealed that the Space Telescope Science Institute (STScI) was not offering up-to-date images of the HAARP site to Google Earth.

A rotating sensor and radio battery are crucial for scaled geological manipulation, as Physicist Bernard Eastlund argues in his patent US4686605. He suggests that weather manipulation is possible by converting the HAARP site into a "giant power plant, extracting from Alaska's natural gas deposits" and using a "massive, gimballed, 40 square mile satellite dish." Following the patent's filing, Eastlund claimed that HAARP was using his patents to construct a newer version of the HAARP battery. The Site could potentially have "worldwide weather authority on a massive scale" including "Polar vortexes, Ion storms, and distributed thunderstorms." However, according to John Heckscher, the HAARP Project manager, "HAARP certainly does not have anything to do with Eastlund's thing, that is just crazy. What we have here is just a premier scientific research facility with military applications."

The potential for HAARP to manipulate the Earth's ionosphere and control the weather on a global scale is a cause for alarm, and the lack of official research or information about the program only adds to the suspicious nature of its operations. It is crucial that the public demands transparency and accountability from the government in regards to projects like HAARP, and it is important that citizens, media and lawmakers demand access to information. We need to hold government agencies accountable in order to ensure that they are not engaging in any illegal or unethical activities, as the potential for HAARP to malfunction is certainly frightening.

No, HAARP has in all likelyhood been long defunct. It was more of a test project. Nowadays there are thousands more similar facilities and with greater capabilities than HAARP all over the globe. There are also synergistic technologies like cymatics and air-dispersed conductive and programmable nano-materials. Not to be confused with chemtrails which are fictional. But you can easily tell them apart from chemtrails because they look identical and because you have never really seen chemtrails as they are technically not real. Not chemical, some optical illusion composed of metallic and radioctive looking ice crystals or something. (hologram?)

I honestly can't recall their technical name. I guess something like Ionospheric Interferometer Array?

In a nutshell, HAARP is nothing more than reasearch on how the ionosphere reacts on radiowaves to improve communication and navigation systems.
The norwegians do it too. they call it høørp, no just kidding I have to look it up what they use for name.
The only controversy about HAARP is the choice of location, as it is chosen for political reasons and not scientifical. The location is just not suitable to do this research properly. Also it's budget cost exceeded a lot of monnie.
Basically HAARP is just expensive hot baked air and a big waste of tax money.
