The program uses high-frequency radio waves to manipulate the ionosphere, a region of the upper atmosphere that is responsible for protecting the Earth from solar radiation. By altering the ionosphere, HAARP can affect the jet stream, which in turn can change weather patterns.

According to a paper published in the journal "Natural Hazards" in 2010 by Dr. Michel Chossudovsky, Professor of Economics at the University of Ottawa, and Dr. Rosalie Bertell, President of the International Institute of Concern for Public Health, HAARP can be used to modify weather patterns, disrupt communications systems and disable satellites. They argued that HAARP can also be used as a weapon of mass destruction and that it has the capability to trigger earthquakes, droughts, and floods.
