No need to arrest Putin, his armed forces generals already publically admitted to being low on firearms, bullets and vehicles of war and Ukraine just delivered another swift kick to their netherjoints literally a few hours later because Russia honestly forgot that telling your enemy on international TV that your low on guns and bullets was basically just inviting them to start raining artillery down on their troops...and its worked.

If anything even if the US arrested him, he'd be tried for war-crimes and at the least, he'd be put in the US camp in Cuba or the worst, he'd be sent off to die by firing squad or electrical chair, either way so honestly arresting him seems rather pointless when he'd just be put to death anyways.
