I have no sympathy for cheaters, I've even stopped watching Twitch streamers that abuse save states because it takes the point out of any of it.
they throw. it's another method of ruining games for others after all.
The vast majority of people that are over 30 have used cheats.. back in the day, cheats was a vital thing to get you through games.. you might have to cheat to get through a awful bug or to even complete a game.
Then you have all the games, that had fun "cheats" sortof like a hidden gem.
In more mordern times (this century) you have people that exploit (I use exploit on purpose here, instead of cheat) to gain advantages in MP games, I assume those are the people you question.
The answer to it is, that there is only a very little risk of punishment and a very large reward for doing it.
I have been to CPL once, mainly because we had a person in the team, that carried us in all online matches ^^ he was never caugh officially, not even to this day (he still plays casually, if you can even call it that)
As much you may not like the person in question cheating, do you really want to let Valve delete accounts? It may start off with good reason for deleting someone account, some may find noble or justified, but once you give someone that kind of control it's even harder to give that control back.
How far pass the line should they go to stop cheating, if there is even a line to begin with?
Will it only extend to cheating, or will maybe something else entirely? Maybe something more subjective?
1- Skill issue
2- It's fun
3- Learning
Most have a skill issue, very very few are doing it to learn
Edit: So I'm not like those purists who would just condemn cheating where ever they find it or blast those using them, if I can profit from someone who's using them it's cool.

Yeah you're probably right, But the least the cheaters could do is just delete the banned accounts themselves.
If they are just going to ditch it anyway and never use it again they could just delete it themselves.
