How is halo online only available in russia?

Hey, i was looking at halo online the other day, and I saw download links everywhere etc, I dont get what people say when they say its only available in russia, can someone explain?

is there some account thing that stops you? because if its the fact there are no links, you are wrong, you can download it on mega too
