If i buy overwatch using dvd, can i install it on a pc, and transfer to an another pc then transfer to an another account?

you can install it on another PC. but as far as I know only on one account.

It's locked to ONE account per disc.

Overwatch gets tied to your blizzard account. You can install it, but without a Key, only that account can play the game, and only one person can log into the account at a time.

You could always just buy it for console.
