Can this PC run overwatch high/epic settings at 1080p at at least 60 fps?

Yes the case was part of the build and I think I can take Windows 10 out of my old PC

Looks like you should be aiming for medium-ish settings right now.

Edit: I might have misread the OP. You don't actually have these parts yet, right? You should consider saving up and / or spending a little more. I know the 750 Ti used to be a very popular choice for budget builds, but at this point it's just aging.
You won't be happy for a long time if you buy / build a system that runs current games on medium settings just "okay".

Like I said, Blizzard's official recommended specs for 60 FPS @ medium include a GTX 660 which is still faster than a 750 Ti (based on the benchmark(s) I posted).
While this recommendation is official, I can't say how accurate it is.

You might be interested in this:

Builders seeking to make use of cheaper cards, like the GTX 750 Ti or R7 370, should expect settings closer to “medium” and “high” in the game's current state.

That looks kind of shady. I would definitely spend more money on a PSU. I'm not saying that expensive necessarily means good, but if you build a PC for gaming, you should make sure you get a reliable PSU.

this is my personal oppionon, but: the 750ti was the worst GPU i ever owned in my life and i doubt thee is any game that came out after 2013 that this card can max out... i'd go for a gtx 960 as lowest optiom, now with the 1080 coming out prices dropped already over here and its not much more expensive than a 750ti but its dimensions better
Hey guys if I go with a 7970 would that be capable? Btw this guy found one 7970 for 130 but I'm having trouble finding one for under 160 :(
Should be capable of decent performance, but: That GPU is 4 years old already and as such isn't something I'd recommend anyone to actually buy now.

I know this your personal opinion but i heard 750ti is pretty good card and it even beats r7 360.
Zotac gt 730(the 2gb version) is pretty good and cheap af
New generation of cards coming.

Wait a bit, if you can.

All older cards should drop in price a bit soonish.
