Why Steam allows P2P trolls

Is there a certain dollar amount at which players are no longer held accountable for their actions? I have reported a user several times for blatantly trying to grief me by sending sexually explicit material, sexist material, racial slurs, and otherwise offensive material, but no action has been taken. This is done both in-game, through group invites, and even on my profile. I have chosen not to erase his posts or block him this time in the hopes that someone in a position to do something will finally take action.

However, upon viewing his profile, he has been a member of the Steam community for a number of years, has an impressive achievement count, and a vast amount of paid for games. I can't help but think the reason he's being allowed to continue doing this is because of his monetary contributions rather than him being a good person with bad judgement.

Could someone at Steam do something, finally?

While I understand that the internet if full of... less than pleasurable company, distributing pornography and being racist and continually harassing someone shouldn't be something allowed within the community. How would I go about doing this properly? I have screenshots of him sending me pornography, being racist, and harassing me. It seems dumb to have a report system that doesn't check the user being reported

There are children who play this game who shouldn't be exposed to this kind of individual. Ignoring an issue rather than addressing it is most of the reason these trolls continue to act the way they do. The issue should be addressed, not ignored.
If it had been confined to him being rude during a game, fine, I can deal with that. But mass-sending inappropriate material to someone without knowing age or upbringing is both irresponsible and potentially illegal, depending on jurisdiction.
Thankfully I'm an adult, but there's nothing to prevent him from sending such things to minors or people based on their religious or sexual orientation.

This is also not the first time I have reported him, I have done so several times, both from him and his friends, whom he recruited to help once I blocked him

If you want to continue getting harassed by him, that's fine, but it's getting you nowhere.
