I really wouldn't be concerned about what's "dead". Just look at what games are available already and which system has more games that you think you'd play. Multiplayer is barely existent on handhelds, so current popularity is kind of irrelevant, I feel.
As for the phone: I wouldn't get one primarily for gaming (and if so, then iOS is where it's at), but if you would also use it for a lot of other things, including productivity stuff), it might be the overall more sensible approach. Still, phones age quickly, handhelds don't.
