Looking at pictures like this, it is hard to believe there is no cel shading there

The shading doesn't gradient very much and looks flat. It has TEXTURES under it that are not cel shaded, but that doesn't mean there is no cel shading. It is definitely not photorealistic shading.
All cel shading has to do with is how much gradient there is in the shading when the lighting is rendered. It is not textures that are drawn a certain way.
And even if it isn't cel shaded it looks like it a lot of times.
The Wii U version is also not cel shaded.
