Pretty sure Half-Life 2 was the first game to be released exclusively on Steam, but it doesn't have earliest release date on its store listing because older games from other platforms were later ported to Steam.

Pretty sure it's Half Life. You can search by release date. Just don't type anything into the search bar on the store page and click search, it will bring up every game. Filter by release date and go to the last page.
