Why People are Writing Ect instead of Etc?
Sometimes you can tell that the person purposedly write it like that ( Not a typo ).
Some people even wrote like this: ect, ect, ect, ect...
Is this some kind of new slang or something?

Kinda funny because etcetera is Latin.

Also it is some times appropriate to repeat 'etcetera'. You say etcetera to indicate that there are more similar things. It is some times repeated to indicate that the list of additional similar things is very long.

Its 2016, nobody trolling, they just dont care. Smart devices autocorrect and kiddies use them like a 3rd kidney. Cant be away from it. With tech comes laziness.

I thought it's not a repeated word, but some people repeating it just like that which is pretty annoying.
It's actually two words; et cetera. It's latin for "and[et] the rest[cetera]". People repeat it for emphasis.

Incidentally, shouldn't it be pronounced with a hard c? Or has it been in use so long it's basically an English word and proper Latin pronunciation no longer applies?

Yes it should be a hard c. Though it's actually French that is probably responsible for making it sound like an s.
