Is my computer strong enough for Overwatch?
My specs

Windows 10
7.45 GB RAM
AMD A8-4500 APU
Radeon(tm) HD Graphics 1.90 GHz
64-bit operating system, x64-based processor

Processor
Intel® Core™ i5 or AMD Phenom™ II X3 or better

I just threw up all of my specs. I'm not sure what they mean, and I'm hoping one of you do.

I set TF2 to DirectX 11 to test. I haven't touched my CPU or anything.

Also, can you even upgrade a laptop? Mine's not gaming grade, like an Alienware or anything. I've always heard that if you want to upgrade, you need a desktop, not a laptop.

Where did you do that setting? Because TF2 does not support DirectX10 or 11, it still runs on DirectX9.

Changing settings won't make the game run DX11. The game must support it from the very beginning. Source 1 only supports up to 9.
You can -enter -dxlevel 990 it won't achieve anything as long as the game does not support it.
Team Fortress 2 does not have DirectX10 or 11 support, using a non-working launch parameter does not change that fact.

Ah, okay. So if I put it into "-dxlevel 8000", it'd only treat it as if it were "-dxlevel 90", and no higher.

It can go lower (force 8.1), but it can't go higher than 9.

Okay, so it turns out I have a game that does run DirectX 10 and 11: Civilization V. I booted it up and a menu came up, asking what dxlevel I wanted to play in. I chose 10&11 and it ran as smooth as it did in 9.

What does this mean?

The issue isn't that you can or cannot run DX11.

The issue is that the specs are too low to run at a smooth framerate. Like I said, you'll be lucky to hit the low twenties on everything set to minimum.

Games like Overwatch rely on your GPU to do the heavy lifting.

Oh...Okay. I thought it was whether or not my laptop could even handle DirectX 11.

Luckily, I know someone who has the exact same laptop as me, and is getting Overwatch for it. They said that they'll tell me the performance they're having in terms of frames and smoothness.

Maybe I need to get a new laptop, or upgrade to a full desktop. Although that's rather difficult for both cost and the fact that I travel quite a bit.

I highly reccomend building your own desktop. Not only it allows for easy upgrading (which is extremely limited with laptops), but it's cheaper than buying pre-built PCs.
