yes but it could be also have cops and swat id like a FPS

Most of the horde shooters I can think of mostly are aliens, demons or zombie orientated in FPS mode.

Not keen on recomending them, but Overkills Pay Day 2 lets you blow away hordes of cops.

Postal 2 is ok if a bit campy and dated.

Fallout New Vegas you can literally go and rekt everyone near enough. Not really a horde shooter, but plenty of room for mass sand box mayhem.

Fallout 1 and 2 allow you to murder pretty much everyone you want. Everyone.
