GeForce Experience - Shadowplay not recording at all in any way

Hi Guys,
Before to write here I made all the possible search over the net, youtube and co..
here's my issue:
I cant record with shadowplay.. as soon as I press the combo or click the command on the overlay to start recording a notification appears telling me that the recording is not active, nor istant replay neither manual recording..
If I disable desktop capture it seems to stay turned on but as soon as I lauch any game it turnes off by it self..
I tried to change the destination path of the recordings but nothing has changed.
I tried to uninstall and reistall drivers and Geforce experience many times, lately I also did that with DDU by the win10 safe mode..
I really cant achieve to record ANYTHING.

here's my spec:
Intel i9 9900K 32Gb, ram 3000Mhz, asus Z390-F Gaming, samsung EVO M2 500Gb for OS, drevo SSD 256Gb for steam library and seagate 1TB for datas and gamplay recording, GTX 1070ti 8Gb, WIn 10 latest GPU driver at today (20-05-2019)

ask Nvidia support possible a overlay issue between Nvidia overlay and steam overlay or steam broadcasting a game.

The version is it 3
You cannot record the desktop as well games
Your system specs is great as Shadow play can effect game performances.
You can check NVIDIA’s website to see a list of NVIDIA graphics hardware that supports ShadowPlay. However, if you have NVIDIA hardware, you can just check on your PC too.

thanks guys already check the requirments and of course they meet NVIDA requirments.. it seems more some kind of software issue to me rather than hardware..

Clean Install Nvidia Experience. Might not help in your situation but it fixes it for me every time they start messing up. And they do about every forth update mess up. Do a clean install - choosing not to remember your settings.

If that does not help try rolling back to the version you used the last time it worked.

thanks guys, I opened a ticket with nvidia support and I gave them a lot of screen shots and documentation for helping them to solve the issue, I hope they 'll succed
