I will tell you why they are not on steam and what you can actually do about it...
They are not on steam because the developer/publisher/IP owner didn't put them on Steam. Valve does not go around asking companies to bring their games.
If you want the games on Steam, YOU have to ask the developer/publisher/IP owner to bring it to steam.
Please learn proper punctuation and to use paragraphs to make your stuff actually readable because many will just not bother with a wall of text.
Still, the title alone is enough to know that you want to see Black and White on Steam. You're not the only one. Just take a look at this GOG wishlist[www.gog.com] entry asking for it. Over 36 thousand votes, and there are other entries, each with tens of thousands of votes.
The IP of Black and White was owned by Lionhead Studios, which was purchased by Microsoft back in 2016. Microsoft closed the studio, but still holds the IP, so they're the ones to ask.
There is some hope. Prior Lionhead Studios IP "Fable" has a new game in the works. They teased it a couple of years ago.

So they likely haven't entirely forgotten about Black and White. Let them know it's wanted, and my "them", I mean "Microsoft". Valve doesn't have any say at all in what game gets published. They just serve it up.
They have forgotten about it. WOuld love Black and WHite actually.
As a fan of Black and White, that sounds rad. So go ask Microsoft to make it happen.

i liked fable. i really liked punching peoples heads off and playing soccer with them.
with the rest, it seems 8bit is saying that microsoft will have to make that decision. since they are playing with fable, they just might release this.
suggestions like this, though, need to go to microsoft. unless you are jsut wanting to talk about it with like minded people. then a forum for that or game you want to see would be better,
