So then why would one use "they" to refer as singular everytime?

No it hasn't. During the period it was used as singular we used Thee thy and Thou, and "You" was third perosn plural. We moved "You" to second person subject and object, cut thee and thous, and moved they to plural and he to neutral to make things more streamlined. If you're going to sue Oxfords research please use ALL of it.
