Steel. Feathers will take up more volume, which means that some of their volume will be further away from the center of Earth so the gravity pull will be less....so the scale will show less. Or it would if anyone had a scale that precise.

Thing is, kilogram is the unit for mass, not weight, while on a scale, you get the weight.

Emotionally, feather. The amount of birds you have to kill to get the feathers carries a far heavier weight than steel of the same mass.
