Itachi was also a ROOT graduate though, along with Orochimaru, Obito, and Kakashi.

Itachi’s awakening was artificially driven by ROOT’s research, which is how Kakashi got his eye as well as Naruto’s jinchuuriki.

Orichimaru’s immortality was an adjunct to that research, which he was cast out for helping with once Danzo was convinced that he was no longer loyal to ROOT.

Realistically the Hokage are little more than puppets and figureheads compared to ANBU ROOT, and most of them aren’t even aware of it.

Also Japan’s actual government works similarly, with a loose coalition of the JIS, Yakuza, and clan interests holding most of the real power they filter through the Diet. Any country with secret police are usually struggling with similar situations. For example Putin using the KGB to murder his political rivals and the FBI’s COINTEL programs, to name a few.

I can see how one would get confused though, the series went off the rails pretty hardcore for some reason.

Same thing with Naruto and Akatsuki, which was pretty much Danzo’s doing as well.

Without illness, for sure and if he actually took his father's eyes, which he could've. He had talent greater than Minato's imo. All Minato ever did was really steal Tobirama's jutsu, make an inferior version of it and spam it the whole series meanwhile Itachi was way better versed in combat.

He’s an unbelievably weak character who relies on other people for everything.

But he’s also responsible for quite literally the entire plot, and every single legendarily powerful ubermenschen who dies during it.

Once he’s got the eyeballs he need to hold back in order to conserve power, but he’s technically capable of anything at that point. Within the limits of his borrowed power.

Power Itachi gained through similar means, just like every other major character.
