You don´t need liquid to call it cereal. Also soup usually has water in it - else it would be called milk-soup, which contains noodles. Or milk-rice, which contains rice. Or gruel (is that really the right word for it?) which can contain either water or milk and oats.

If You go through Your cereals with a blender - with any fluid - it can be called puree. Add some fruits and You have a smoothie. But soup? I don´t think so.
