The school band played it normally. At sporting events it's dramatized or "soulful" like the OP puts it.
OP you made me think about all the times musicians forbid Trump to play their music at his rallies. He should have skipped all that nonsense and just played the anthem. That's what the anthem was supposed to be for. Why is it played everywhere except at political rallies?
Incidentally I'm pretty sure it is played at the beginning of all the party conventions.

I think those "soul" embellishments you're thinking of are less about respect for the anthem than about "look at me!" (Besides, they're usually a bit pitchy anyway.)

I think this has been discussed before in certain circles, Baseball in particular. There was, if memory serves, a series of "highlight" performers signing the National Anthem as a way to sort of hype up the baseball games. (Operatic singers? A renowned pop-star?)
Anyway, it started a trend where singers were expected to "perform." It's not a "performance piece," though. Yet, because of how it was presented, it became one at sporting events.
