MGSV is finished. The unfinished idea is just a meme and a gross misunderstanding of the extra stuff that was released with the Day One version of MGSV.
All the MGS games are good, MGS3 is good but not the best. MGSV is the best one.
MGS3 has one of the simplest stories as well: The Boss is a double agent, and Naked Snake has to take her out. Weak sauce.
MGS3 has crappy controls too and no online coop component either. People like it because it's the simplest.

It really seems like Konami pulled the plug prematurely so Kojima had to do the best he could. Which is pretty tragic if true. But hey, we still got Death Stranding and Kojipro is independent now.
Kinda makes you wonder if Konami would bend the knee and work something out since they're a sinking ship.
But I doubt it.
Phantom Episode 51 was released as part of the MGSV: Phantom Pain Collector's Edition specifically for the Ps4. It is just bonus content, like what some movie studios do with Blu-Ray special editions.
Thematically, it makes no sense to include it into the game. Storywise, it makes no sense to include it as part of the game.
It wasn't meant for the game at all.
Also doesn't help that the resolution options are hot garbage, though considering the dev it doesn't surprise me.
Has an alright soundtrack though, which was made by the same guy who worked on Toontown. Also it proved to me once and for all why I shouldn't give Hideo Kojima my money, so there's that.
All I'm saying is that he should work at Ubisoft, because he sure as ♥♥♥♥ loves Tom Clancy.

Now I'd be the first PC gaming snob to say that people who use a controller for shooting games are perverts, but there are still plenty of games that need a controller. Like most 3rd person action games.
The Devil May Cry collection supports keyboard, but Mavis Beacon herself would have trouble juggling those keystrokes.
