If it ever gets revived it would most likely be the same route as Rockstar were going with the GTA Trilogy and build it from the ground up with a modern engine.
As for the censorship... that's region dependant. Not many regions had this game censored to begin with and over the time censorship of that kind became quite loose in many regions worldwide. So to propperly answer this you should name the region you are living in and wait for someone in that region to answer it.
Speaking for the german region I am sure that a remaster / remake would bring the full experience to us. There have been many releases in the recent years that had a lot of stuff included that was hidden in Scarface for us.
Anyways this should be in the off topic sub forum, as this isn't a Steam topic.
If the game is to be released in the future, it would most likely be a rerelease without any change, maybe some tweaks to fix bugs and glitches. There are many games in Steam that are simply rereleases, so I don't see any problem if Scarface a rerelease too.
If they (some people kind enough to bring the game back, whoever they are) decided to remake/remaster the game, the one aspect that should never change is the voice acting. It is too perfect that replacing it would be a heresy. Other aspects like graphics and game engine can change to level with today's games.
