Your last sentence is the only wrong part of your post. Advertisement, propaganmda and brainwash would be the most relevant application. Art might be just a part of it.
But that's just Star Trek. In reality, you wouldn't just use the visible light to look for things in space, just like todays systems use radar or infrared.
Other than that, it's just a standard scifi design element. Like these are a few steps through a scifi city that I recently encountered. As long as they aren't trying garbage like the Legend of the Rangers combat control system, I'm fine with it -- one can clearly see that it is meant to be a clean, peaceful, well-run scifi-city.
