There are plenty of websites that have readable guides. Like IGN. Or fandom.wiki. Just search for "title guide".
YouTube guides kinda suck. You have to keep listening and never know if they will give good info.

You'll see a "Manual" link on the far right of the screen in a Steam product's page. It's in the "Sidebar" section, usually right below the various bits of developer/publisher info and the like.
It will be a .pdf download and is served to you by Steam.
If there is no manual there, the developer did not submit one. So, look for online sources usually linked as "Stickies" in the game's Discussion forum. Many complex games will have at least partially useful Wikis online, too. Check the Developer''s own website for additional links.
Sadly, the days of always getting some kind of Manual with a game are long gone.. But, it still does happen from time to time.
PS: Some games do also include a Manual in the installation, but not all. They "should." Some of those can be quite large file-sizes, though. As you did, always check. Also check User directories in your OS, too.
It would be helpful to have Steam notify the player if a manual has been included in the download. I've "discovered" some, myself, when I had no idea they'd be there in my directory structure.
Good point! It's also sometimes a bit more easy to see, there, too.
Otherwise? It's nestled near the "Discussions" link, from what I could see from a brief survey of my games that I know have manuals.
Last decent manual was Bulletstorm, so 2009 or so. The last great manual was PSX era, and the Working Designs localization of Lunar : Silver Star Story. The real prime times for them were SNES/NES and PSX days.
Now days you have a tutorial as others said or you can simple open up the game options and look up the controls.
I've also had game manuals that were spiral-bound, because no glue could have held together that number of pages in that format.
These days, AdobeReader knows you're about to touch it before you even buy a game that has a pdf manual...:/
This photo linked helped a lot after seeing exactly where they were supposed to be I could see more clearly if there was one or not.
I agree most games just seem to want to do that walk-through thing at the beginning of a game. With RTS though you could go straight to skirmish mode with a glance or two at a manual. Sometimes those early game l levels are a bit too much.
