Guild Wars 2. The free version limits you in the marketplace and you don't have access to like /map chat and you have to be mutual friends with someone to /whisper, but you can play the whole base game and have access to all the weapons and armor.
It's a friendly community, QoL is better than most MMOs, and it's only a grind for cosmetics if you care about such things.
Lots of folks are happy with the free version until they get to the end game and want the expansions. I bought the game on release and I haven't bought either expansion yet, mainly because I haven't finished the main story on my ONE character. I just get sidetracked gathering resources and playing the marketplace for gold.
The game is still quite active. Some of the mid-level maps may be a bit empty in the middle of the night but you'll always find a crowd at boss events, and those are scattered throughout the world.
I don't PvP so I can't comment there, but the PvE is the best in the world. You don't have to worry about kill stealing, for instance: if you do damage you'll get a reward depending on how much damage you did (bronze, silver, gold medals with gold medals obviously giving the best reward).
You don't have to worry about someone ganking your mining spot: if someone cuts down a tree it's still standing on your screen until YOU cut it down. Same for mining and gathering plants.
Don't go into the game expecting the classic class Trinity, though. The classes in this game are all multi-role, so take some time to figure out what you want your gamestyle to be.
