Is there a way to add Minecraft to steam but not the launcher?

If you can bypass the launcher (which honestly is required nonetheless since you need it for changing versions or settings, or logging with different accounts), then yes. Otherwise, no.

According to Google, Minecraft PE doesn't require launcher. The game launches immediately with a start screen.

He isnt talking about adding the game on the store only in his library there is an option to add non steam games to your library
