No that is not true at all, its a myth that people just blindly believe. Shaving often doesn't make your hair grow slower or faster, or change its thickness or anything else.
The only 'real' part to the old wives tale of "shaving a lot makes your face fuzz grow faster" is that if you are insane and constantly go over your face you will encourage blood flow and thus the growth of new hairs. New =//= faster.
Oh yeah, and you'd end up bright pink and covered in angry looking acne unless you have the most insensitive skin ever.
Yep, its funny how many people believe these old wives tales and just perpetuate the myth and try to pass it off as fact
