while it is much better today you still could save a few hundred buying a high end desktop and with the leftovers buying a modest laptop instead of a mid high end laptop that has a idle temp of 100c and blisters your finger as you touch it
I actually have a desktop but it is not with me. (It's at my parents home) the laptop I am using is a acer e15 aspire, and I don't know if it can handle the mods. (Due that I like skyrim to have great graphics.)
To be honest, Skyrim Special Edition already has great graphics. Noble Skyrim is only 2K and looks excellent as well.
I recommend buying a laptop with a display that is only 1920x1080.

It all depends, I use enb and skyrim 2k textures.
Get a laptop with a good CPU and a USB Type C (lightning cable) and hook it up to an external GPU. (More expensive but considerably more powerful than mobile GPUs).
Get a gaming laptop without the above features.
Get a laptop and use an eGPU.
Think about if you actually need a gaming laptop; do you actually travel tha much? If not, you can buy a prebuilt PC or build your own.
