Yes sometimes, even with Steam cards too...
Target for some reason holds a bunch of numbers and then validates them in a bunch... why? I don't know, but I do know it happens.. it happened to me. The code though was an "invalid code" rather then a already used code that the OP describes... and it was an official Steam card and not OP's random Gift Card.... needless to say I returned the card and since they admitted they didn't send the info to Steam to validate it, it was their fault and they gave me my money back...
Never buy Steam cards from Target... : /
And there is always the list of where one can get Steam cards....
