Heat of the moment? I don't know, don't remember that scene that well. I'm guessing he was ashamed of his brother or something and wanted to erase what he had done, but I'm not sure that makes sense if he was supposed to be a benevolent leader. So I don't know, I'm just guessing.

Anger and heat of the moment probably. Not just the betrayal of his brother towards Wakanda, but also the attempt to shoot Zuri after T'Chaka turned around.

History learns one can, it all depends on priorities. And for T'Chaka his country goes before family, keep that in mind.
